摘要
提出在图书馆管理中引入听证制度的思路;从弘扬科学发展理念、彰显固有公益性质、推动依法办馆进程和探索管理模式创新4方面论述引入听证制度的意义;分析政策性听证、制度性听证、处罚性听证、发展性听证和考核性听证等听证适用的类别;阐述听证的形式、参加者、组织和结果的处理等实施要点。
This paper puts forward the ideas on the introduction of hearing system to library management. It focuses on the significance of the introduction of hearing system through expanding the ideas of scientific development, highlighting its public benefits, forwarding the progress of library management legally and exploring the creation of managing models.This paper also tries to analyze the policy hearing, institution hearing, punishment hearing, development hearing, assessment hearing and other application types of hearing. This paper still attempts to elaborate the forms, the participants, the organization, the settlement of results and other important elements in its application.
