This paper puts forward the ideas on the introduction of hearing system to library management. It focuses on the significance of the introduction of hearing system through expanding the ideas of scientific development, highlighting its public benefits, forwarding the progress of library management legally and exploring the creation of managing models.This paper also tries to analyze the policy hearing, institution hearing, punishment hearing, development hearing, assessment hearing and other application types of hearing.
