在征地实践中,浙江省创新出一种新的征地补偿标准——“征地区片价”。从起始、现状及未来发展趋向三个方面,系统地介绍了征地区片价在浙江省的变革,并应用微观经济学工具对这项制度进行经济绩效分析,从而拓清这项制度的利弊得失。通过分析发现:征地区片价是浙江省在征地补偿方面的一项制度创新,这项新制度规范了政府的征地行为,提高了行政效率和工作透明度,保护了农民利益,节约了土地资源,是对原征地补偿办法的一种制度改进。

In the practice of land expropriation, a new land expropriation compensation standard-land expropriation block price（LEBP） is created in Zhejiang Province. This paper systematically explains the development of LEBP in Zhejiang Province, analyzes the performance of LEBP with microeconomic method to make clear its gains and loses, advantages and disadvantages. The research indicates that LEBP is a regulation innovation in land expropriation areas of Zhejiang Province, which standardizes the government behavior of land expropriation, improves efficiency and transparency, protects the benefits of the peasants, and saves land resources.
