二十世纪三四十年代 ,中国曾出现了两次“开发西北”、“建设西北”的热潮 ,这两次热潮的兴起 ,原因固然很多 ,但国民政府要员在其中起的作用是不应被忽视的 ,甚至可以说 ,在这中间 ,国民政府要员扮演了极为重要的角色 。

During 1930s- 1940s, two great upsurges＇ developing the Northwest and building the Northwest happened in China. There were many reasons which rose the two upsurges. But the important officials of national government played an important role in it.
