This article enalyzes the significance of web- assisted college foreign language learning（Web Learning）in the light of Constructivism and Motivation theoryand suggests the role of Web Learning in the development of student＇ s general quality, from the angle of social- psycholgy, esplain the weakness of web learning in the development of students＇ communicative skill, being inefficent in helping the student to command the non - verbal language and the cultural restiction to communication.
