毛泽东的统筹兼顾思想主张处理事情应分清轻重缓急,围绕解决主要矛盾抓全局;对待人要调动一切积极因素,建立最广泛的统一战线。其主要特征是:在价值取向上讲究终极价值与工具价值的辩证统一,在方法论上讲究创造条件促使矛盾转化。在贯彻落实科学发展观中继承和发展毛泽东的统筹兼顾思想,必须用“以人为本”统帅正确处理人民内部矛盾,把矛盾思维与系统思维结合起来。
