In recent years, the posts and telecommunications industry is developing very rapidly. The primary task is to promote the two fundamental shifts based on the real conditions of telecommunications in China. This paper provides relevent instructions on how to speed up the telecom service development, satisfy the market demand, improve the telecom service quality and network operation efficiency and clarifies the key tasks for the P&T departments in China and proposes some problems for attention.
