人类社会正在进入一个“学习社会化、社会学习化”的时代,学习型社会的学习内容、学习方式、学习体系都呈现出不同的特征。在学习型社会,图书馆成为一个“学习型组织”,其各项职能作用也发生了不同的变化。树立“图书馆服务理念”、全面提高图书馆员素质、加强法治与硬件建设是学习型社会中图书馆职能作用充分发挥的基础。

The human is entering a learning -oriented society in which the contents, ways and systems of learning are taking on the total different features. And in such a society of learning, library is becoming a learning organization and its every function has also changed accordingly. So to establish a new serving concept, to improve the quality of library staff, and to strengthen the legal system and hardware construction of library are the foundation of changing library＇s function in the learning -oriented society.
