缩小城乡收入差距的对策——基于农村公共产品供给现状的分析

COUNTERMEASURES TO URBAN-RURAL INCOME GAP——ANALYSIS ON SUPPLY STATUS-QUO OF RURAL PUBLIC GOODS

农村公共产品供给的短缺是导致我国城乡收入差距的一个重要因素。我国目前农村公共产品的供给与市场经济发展的要求不一致,在一定程度上降低了农民的收入水平。充分供给农村公共产品,主要应从政府职能的合理划分,建立有效科学的财政分权体制;提高义务教育和科研的财政支持力度;建设农村的信息网络;完善农村养老、医疗保险体系等方面着手。

The short supply of rural public goods is one of the important factors in widening urban - rural income gap. At present it is inconsistent between supply of rural public goods and development demands of market economy, which limits the level of farmers＇ life in some extent. In order to supply rural public goods plentifully measures should be taken as follows. First, we shoul.d distinguish government＇ s function properly and establish scientific decentralized system of financial power, Second, we should expand government expenditure to support the compulsory education and agriculture R＆D. Third, information net should be founded. Last, the system of endowment insurance and health services insurance should be improved.
