In conjunction with review of relevant published articles, the present article discusses several major aspects of the technical and economic target management responsibility system of hospitals: what the main principles of the system are generally considered to be; which are suitable characteristics, forms and criteria of the system for hospitals of different types and sizes; and how to study and resolve theoretical and practical problems that may arize in the system's implementaion process.
