Disease Economic Risk Analyse of the Peasants in the New-type Rural Cooperation Medical System Taking Qinghai Province as An Example

目的明确农民疾病经济风险的水平和新型农村合作医疗抗风险的重点。方法利用2005年入户调查资料对疾病家庭总体疾病经济风险和特定人群疾病风险进行测量分析。结果医疗费用支付不平衡;贫困人群较易进入“因病致贫,因贫致病”的恶性循环;非劳动年龄人口住院经济风险比劳动年龄人口大。结论在新型农村合作医疗的方案设计中对不同人群设计不同的补偿比,合理配置卫生服务资源。

OBJECTIVE To find out the level of peasants＇ disease economic risk and the emphasis of new rural cooperation medical to repel risk. METHODS To measure and analyze the disease economic risk of disease family and the special crowd disease economic risk using fact-finding data of the year 2005. RESULTS Payment of medical fee is unbalanced ; poverty group is easy to be in the vicious circle of disease-poorness-disease; inpatient economic risk of the non-working age peasants is bigger than the working age peasants. CONCLUSIONS In the design of new rural cooperation medical, different compensation ratios of different peasants should be in consideration, and allocating the health service resource rationally.
