Constructions of Environmental Safeguard Mechanism in New Socialist Rural Areas

我国“十一五”规划提出,要以构建和谐社会为目的,以改善人居环境为突破口,建设“生产发展、生活宽裕、乡风文明、村容整洁、管理民主”的社会主义新农村。目前,农村环境污染严重,产生农村环境问题的原因主要是传统生活方式、现代化农业生产带来的污染和生物技术的应用等,建设环境保障机制的途径和方法有监管制度、政策法规、改变农民的生活方式等。

＂The eleventh Five-year Plan＂ put forward that we should construct harmonious society, improve the resident＇ s environment and construct new socialist rural areas, which should have production development, well-off live hood, civilization of country style, tidy village environment and democratic management. At present, the traditional life style, modernized agriculture production and the living creature applied are the main reason for the village environment. There are methods to construct the environmental safeguard mechanism including completing supervisory system and policy laws, and changing the life style of farmer.., etc.
