信息网络的不安全性和不稳定性成为制约网络信息化发展的直接因素,尤其是对港口和航运管理这样的涉及到国家安全和商业机密的信息,保障这些信息的安全对港航事业的正常发展至关重要。通过对危及网络信息安全的众多因素的分析,提出了一系列安全防范体系的设计原则。

Unsafety and unstability of information network have already become a direct factors to restrict network information development. Especially the informations of port and shipping management that are involved with national safety and commercial secret must be guaranteed because of they are most important to normal development of port and shipping causes. The paper analyzes a lot of factors endangering the network information safety and puts forward a suit of design philosophies for guard hierarchy.
