缔约国报告程序是国际人权监督中至为重要的支柱,同时也是《公民权利和政治权利国际公约》中唯一的强制性程序。《公约》第40条规定的报告程序主要包含报告的内容、与相关机构的合作和对报告的处理这三大部分。报告程序能否充分发挥作用取决于各缔约国是否采取合作的态度并自愿地、忠实地履行其义务。
