我国小煤矿安全生产的法律对策研究

Research of Legal Monitor to Safety Production of Small-sized Colliery of Our Country

我国小煤矿安全生产事故频繁发生,与小煤矿安全生产的立法的不完善和执法上的不严格有密切关系,导致小煤矿的安全生产法律治理出现弱势化。而在此方面,美国小煤矿安全生产法律相对比较完善,实施效果良好。应当借鉴国外有益经验,完善我国小煤矿安全生产法律法规,规范办矿条件,加强执法力度,重视安全培训,贯彻煤矿职业安全健康体系标准,使小煤矿安全生产走向规范化、法制化的发展道路。

The position of safety production of small collieries in our country is disagreeable, so it has no time to delay in ridding small collieries. In other words, fathering small collieries＇ safety production by law is important. We should strengthen the legislation of supervising small colliery and execute the law seriously, at the same time use mature experiences of other countries for reference, thereby make small colliery developing to healthy road.
