湖北“三农”问题及其对策研究

Policy Research on the Problem of "Agriculture,Peasants and Rural Areas" in Hubei Province

“三农”问题破解之难是理论界的共识。跳出过去就“三农”论“三农”的有限思维,从系统视角下的县域经济来研究“三农”问题尤其重要。浙江“三农”问题解决得好,主要是县域经济发展得快。目前,湖北“三农”问题的“瓶颈”是县域经济弱。湖北只有依靠大力发展县域民营经济、工业经济,走农村城镇化、农业产业化、农民非农就业之路,才能破解“三农”问题。

The problem of “agriculture, peasants and rural areas” in China is universally accepted as a tough one. To solve the problem, it＇ s necessary to break though the traditional ways of thinking, which is limited, and examine the problem systematically with county economy as the background. In Zhejiang Province, the very problem has been solved successfully as Zhejiang has advanced county economy. Hubei is comparatively weak in county economy, which constitutes the bottleneck of the problem in the Province. Only by developing county economy, urbanizing rural areas, industrializing agriculture, and helping peasants work in industries can the problem of “agriculture, peasants and rural areas” in Hubei Province be solved in a satisfactory way.
