本文讨论了策划理论与方法在校级科研成果评价中应用的重要意义和发展前景，运用系统工程理论进行系统策划、系统实施，使成果评价更加客观公正，更具科学性和系统性。
This paper, discusses the important significance and the perspective for the development of theory and method of ST-Planning being used in school-grade evaluation of science and research achievement.The evaluation of achievement becomes more objective fair,science and systematized by applying the theory of systems engineering and method of STPlanning in systems ST-Planning and systems implement.
