An Analysis of Conducting Reforms in Sci-Tech System

1985年开始的科技体制改革,基本上是在计划经济体制的框架上进行的,并没有从根本上解决传统科技体制的弊端。1992年以后,在建设社会主义市场经济体制的背景下,科技体制改革的目的、重点、模式、途径、手段发生了新的变化。体制关系不顺仍然是科技体制改革诸多矛盾中的主要矛盾。科技经济一体化是深化科技体制改革的主题。应当建立科技经济一体化的宏观决策体制、计划管理体制、组织结构体制和法律调整体制。

The reforms of Sci-tech system which was started in 1985 and basically carried out on the foundation of the planned economy system, hasn't thoroughly overcame the existing disadvantages of the traditional one. Since 1992, in the context of establishing socialist market economy system, many new changes in the reforms of sci-tech system have taken place in terms of target, emphasis, pattern, way and measure. An unsuitable system relationship is still the main contradiction facing the reforms of sci - tech system. Integrating science, technology and economy should be the main theme of deepening the reforms of sci - tech system. A macro decision system, a plan management system, an organization and structure system and a law modification system related to the integration of science, technology and economy must be established.
