我国的经济社会发展和城市发展都进入了一个新的关键时期,这既是一个“黄金发展时期”,也是一个“矛盾突现时期”,在这个关键时期,论述了长沙城市规划为适应新形势的需要,如何从科学发展观的“五个统筹”的角度,贯彻和落实科学发展观。

The development of economic social and the devdopment of cities in our country are all entered in a new critical period which is a ＂golden developing period＂ as well as a ＂confliction appearing period＂. At this very moment, this paper discusses the city planning in Changsha, which carries out and implements scientific developing view from the angle of ＂Five Overall Plannings＂ to comfort the requircment of new situation.
