公共选择视角下建立网箱养殖协会的必要性分析

Analysis on the Necessity of Building Cage Culture Association from Perspective of Public Choice

文章主要应用公共产品理论、博奕论、有效组织理论以及定性分析、定量分析和比较分析的方法,着重从公共选择的理论角度研究成立网箱养殖协会的必要性和产生机理。介绍了我国网箱养殖的发展现状和公共选择理论,并从网箱养殖的水域资源特点和生产经营特点指出网箱养殖存在的问题,重点从理论上探讨为什么渔民和政府都无法解决上述问题和成立网箱养殖协会的必要性,进而认为网箱养殖协会能协调和缓解发展网箱养殖存在的挑战和困惑,协会应成为政府和渔民间的润滑剂,其产生过程是公共选择的必然结果。

This paper discussed the necessity and generation mechanism of cage culture association from the perspective of public choice mainly according to the public product theory, game theory, effective organization theory and the qualitative, quantitative and com＇parative analysis instruments, respectively. The paper first introduced the current situation of cage culture and the public choice theory, and then pointed out many practical problems aroused from the characteristics of the flowing water that cage culture using and the industry characteristics of the cage culture. It mainy focused on the analysis of why the fishermen and government could not solve these problems and puts forward the necessity of set up cage culture association. It is indicated that the cage culture association could work actively in relaxing and harmonizing the above problems and should be the lubricant of the government and fishermen, and the building of cage culture association is the inevitable result of public choice.
