社会主义新农村是中国农村发展的目标和必然趋势。建设社会主义新农村,是落实科学发展观的新要求,也是解决“三农”问题和全面建设小康社会的内在要求和必然选择。在分析中国农村建设现状以及建设社会主义新农村的必要性的基础上,阐述了财政政策推进新农村建设的理论依据,进而提出了现阶段财政政策促进社会主义新农村建设的具体措施。
