工程建设中“三边工程”存在的问题及对策

Existing Problems of Alternate Approach of Design,Procurement and Construction in Engineering Projects and Countermeasures

有些工程在时间紧、任务重的情况下,可能采取设计、采购、施工交叉进行的建设方法,尽管这种方法可以在一定程度上缩短建设周期,但却容易给设计、采购、施工等环节造成一定的混乱。文章结合广州石化千万吨炼油改扩建工程,介绍了如何解决设计与施工交叉、设计与采购交叉、采购与施工交叉的矛盾的经验。实践证明,要消除这些矛盾,需要了解设计、施工、采购各自的逻辑顺序及相互的内在联系,不断地理顺关系,才能保证工程建设的顺利进行。

The alternate approach of design,procurement and construction may be adopted in some engineering projects in the case of a pressing and difficult task.Although the approach can shorten construction time period,it may bring chaos into the links of design,procurement and construction to some extent.This paper introduces the experience for solving the alternate contradictions between design and construction,between design and procurement as well as between procurement and construction associated with an extending project of 1×107 t/a refinery equipment in Guangzhou Petrochemical Company.The practice shows that awareness of respective logical sequence and mutual inherent connection,and constant regularization of the relationships are necessary to eliminate these contradictions and assure smooth progression.
