The paper established the unified road network platform by the planning and layout of city high class road network and harmonies of the highway construction and urban road construction. It is aimed to achieve Two-Rapid traffic system, rail transit network and rural-urban rapid transport system, and to support the urban development policy ＂expanding the south, optimizing the north, advancing the east and connecting the east＂, which lays the solid foundation for improving Guangzhou rural and urban integrated development and Pearl River Delta Region integrated development.
