网中人的个体特性及群体特征会连带许多具体的社会和法律问题。为了维护国家安全,稳定社会秩序,加强对网中人的管理十分必要。我国应该借助对现实人管理的成功经验,由公安部门牵头,以公安、电信、文化、信息产业各系统联合参与,辅之以行业自律、网中人文明生存秩序重建等方式,加强网中人的管理。等级管理、阳光备案或综合治理都是较好的管理模式。

The individual and community characteristics of netizens will lead to many social and legal problems. It is very neeessmy to strengthen the management of the netizens in order to maintain the national security and social stability. Our country should draw good experience from the management of realistic persons. Telecommunications, culture and IT departments which are led by the public security departments must strengthen the management of netizens. Naturally, industry self - discipline and reconstruction of the order of civilization are necessary. Grade management, keeping records of netizens and eomprehenslve management are better management models.
