农牧交错带草场禁牧政策下草场制度创新分析

Institutional innovation of grassland management under the grazing ban policy in the cross-area of cropping and grazing

在了解现行草场制度状况的基础上,对宁夏盐池县现行草场禁牧政策导致的制度失衡以及由此引发的新的草场利用方式和管理规则形成进行分析,从保护草场生态和兼顾农户生计的角度出发,对草场制度的创新进行探讨,并提供草场权属划分和草场利用方式以及监督管理等方面的可供选择方案,为农牧交错带草场制度创新提供思路。

Finding out the conditions and problems of the existing institution of grassland manage ment, the institutional imbalance and forming of new use and management ways initiated by the Grazing Ban policy were analysised. The institutional innovation of grassland management, considering both the protection of grassland and the livelihood of farmers, was discussed. And some schemes of grassland use and management were worked out to provide some new thinking for the institutional in novation in the cross-area of cropping and grazing.
