It is an approach as well as a kind of practice for the local merged universities to set up institutes or carry out the institute system in the reform of internal management system and the development of discipline construction. This article analyzed some causes of the local merged university＇s carrying out the reform of institute system and proposed its construction principles to carry out the institute system.
