Building a Legal Aid Mechanism to Protect Farmers' Rights and Interests: Combining Legislation with Legal Aid Policies

现阶段如何保护农民权益问题正日益受到广泛的关注。长期以来农民权益遭到漠视和损害的根源不仅源于我国长期存在着的城乡二元结构和多年来农民问题上的政策偏差,而且源于对农民权益保护方面长期存在着的法律上的缺位。完善农民权益保护及其法律援助,是建立法治国家的基本要求,也是构建和谐社会和社会主义新农村的基本要求。要切实保护好农民权益,急需从宏观立法支撑和法律援助的微观运作双重角度来构建我国农民权益保护法律援助机制。

People are now showing more and more concern about how to protect farmers＇ fights and interests at the present stage. The long-term indifference and constant damage to farmers＇ fights and interests are caused by China＇ s deep-rooted rural-urban dual structures and many years of policy deviations concerning farmers. Besides, we do not have laws to protect farmers＇ fights and interests. To make improvement in legal aid and the protection of farmers＇ rights and interests is the basic requirement for us to build a new socialist countryside, a harmonious society and a rule-of-law country. It is urgent tO build a legal aid mechanism supported by the combination of legislation at the macro level and legal aid services in the actual operation, so that farmers＇ rights and interests can be well protected.
