This article has discussed resources views under circulation economical idea and the resources circulation rule, discussed the circulation economy to entrust with the regeneration resources new connotation, the new industrial status, and analyzed our country to regenerate the situation and the existence question which the resources industry present situation we faced. Finally from aspect and so on legislation, policy ,recycling system construction produces the industrial development suggestion.
