城市群的发展与政府协调机制——以长三角和小珠三角城市群为例

Development of City Agglomeration and Governmental Coordination Mechanism: A Case Study of the Yangtze River Delta and the Small Pearl River Delta

我国城市群发展仍处于形成初期,在这个阶段,城市群内不同城市政府的协调对该城市群的健康发展起着关键作用。目前,长三角城市群与小珠三角城市群已初步形成各自的政府协调机制,长三角已建立省际高层座谈会以及专题合作制度,而小珠三角由广东省省政府统一协调,而且很早就重视区域规划协调。总结两个区域的政府协调工作,对构建我国城市群政府协调机制可得出如下启示:重视行政区划的影响;制定城市群规划;不同城市应有正确的战略定位;务实。

The city agglomeration in China is developing at its initial stage and the coordination mechanism of cities in the agglomeration plays a key role. At present, governmental coordination mechanism has taken shape respectively in the Yangtze River Delta and the small Pearl River Delta city agglomeration. The Yangtze River Delta has set up inter-province senior symposium and cooperation system while the small Pearl River Delta is coordinated by Guangdong Provincial Government and has attached great importance to district planning coordination for a long time. Some lessons can be drawn from the governmental coordination in these two regions： we should pay attention to the influence of administrative division, draw up the plan for the city agglomeration, elaborate the correct city strategic orientation and behave in a practical manner so as to construct the governmental coordination mechanism of city agglomeration.
