提出了船舶避碰不协调行动、不协调行动环和不协调行动链的概念，阐述了它们的定义、种类、成因、发生可能性的数学表达式和避免的方法，论述了不协调行动环与不协调行动链的关系和船舶碰撞的发生机制，提出了在《１９７２年国际海上避碰规则》中增加目的条款的建议和理由。

In this paper, the concepts of uncoordinated actions, the ring and the chain of uncoordinated actions of collision avoidance made by vessels are raised. The definitions, types, causes, mathematical formula of their occurring probability and methods to avoid them are set forth. The suggestion of adding a new rule which stipulates the object of the COLREGS is proposed and the reason of the suggestion is expounded.
