It is a firstly solved question for evaluation of dept performance to establish the scientific systematic all-around system of evaluation index, which should abide by systematic principle, scientific principle, commeasurable principle, concise principle and guidance original principle. The local authority debt achievements system of statistical indicators should include the economical level and the industrial structure adjustment, the advance in technology and the human quality enhancement and the enhancement of the inhabitant living standard.
