和谐是当前国企改制工作的核心价值

摘要 国有企业改制之所以较难于推进是因为制度变迁内核中包含经济利益的不和谐。政府应该针对当前国企改制中存在的突出矛盾和主要障碍,以和谐作为指导推进国企改制工作的核心价值,以维护国企职工合法权益为改制的前提条件,在和谐氛围中完成改制目标,在公平条件下提升改制成效。
