On the basis of the senior fruits of theories, the paper put forword comprehension of a series of conptions such as environmental rights, environmental encroachment and environmental injufia, tried to clear off the relation of encroaching on environment right and traditional environmental injuria, so as to establish rational and effective almsgiving system of environmental ringt.
