Wang Zhiyi's Thoughts of Tiding over Famines in his A Summary of Polices for Tiding over Famines

汪志伊是清乾嘉年间的封疆大吏,曾任工部尚书、湖广总督、闽浙总督等职。其《荒政辑要》是清前期一部有影响的荒政著作,在书中他对荒政之策作了简明而周全的论述,体现了一系列积极荒政思想,如注重荒政人才素质培养及主观能动作用发挥;救灾要标本兼治,既要注重即时救济,更应注重根治灾荒之源;还要在学习古人成法时多灵活运用,提倡民间贫富互济等等,有非常现实的参考借鉴价值。

Wang Zhiyi was once National Construction Minister and one of the highest local officials （acting as the Governor of Hubei and Hunan,the Governor of Fujian and Zhejiang etc.）in Qianlong and Jiaqing periods of Qing Dynasty. His A Summary of Polices for Tiding over Famines was an influential book in the field in the early years of Qing Dynasty. In it he gave a brief and complete discussion on the policies for tiding over famines enhancing the quality of the talents in tiding over famines and bringing their subjective initiative into full play; paying much attention to the permanent control of the root causes of famines as well as to the immediate relief to the famine areas; making flexible use of the predecessors＇ ready ways and promoting mutual help between the rich and poor. Thus his positive thoughts are of great value for our today＇s reference.
