以理性经济人视角探求我国政府改革的路径选择

On the Impersonal Factors in China Government's Reform Policy

经济人假设是市场经济的基石,公共选择理论将经济人假设引入政府行为分析。文章通过对理性经济人假设和公共选择理论的解读,进一步明确在市场经济条件下经济人假设和公共选择理论的现实意义,并以此为依据分析了我国政府既作为改革的发动者,又作为改革的对象在政府自身改革中所处的两难境地。指出长期以来我国政府改革存在着以政府为主导的路径依赖以及路径依赖所造成的改革阻力,并提出了依靠人民群众和公共选择机制进行政府改革的路径选择。

The hypothesis of economic man,the footstone of market economy,has been introduced to the governmental behavior by the theory of pubhc choice.Based on the hypothesis of rational eonomic man and the theory of pubhc choice,the article analyzes tile dilenunatic situation facing China govemnlent which serves both as the initiator and the receptor of the reform.
