中国实施可持续发展战略的制度构建

Institutional Scaffolding of Implementation of Sustainable Development Strategy in China

首先对可持续发展制度的内涵进行了探讨,并从可持续发展行为主体、正式制度与非正式制度以及制度的实施机制三个方面构建了实施可持续发展战略的制度框架,然后结合我国的实践,从正反两个方面分析了可持续发展制度建设的成就与不足,并提出完善可持续发展制度的思路。

This paper discusses the meaning of sustainable development institutions, and points out that the basic elements of sustainable development institutional scaffolding includes： the actors of sustainable development, the formal and informal institutions of sustainable develop- ment, and the implementation mechanisms of sustainable development. Furthermore, combined with Chinese practices, this paper analyses the achievements and defects in the process of building Chinese sustainable development institution, and put forward the basic approach to perfect SD Institutions .
