“Yangtze River Model” and sand excavation management in river courses in Jiangxi

江西河流众多,砂石资源丰富,河道采砂管理是一项长期性的工作。江西省内河采砂点多面广,相对于长江河道采砂,管理任务更为繁重,内河采砂管理还处在一个刚起步的阶段。2002年始,在抓好长江采砂管理的同时,江西省积极在内河推行长江采砂管理的经验和做法,通过加大河道采砂管理宣传力度,严厉打击非法采砂行为,科学制订河道采砂规划,狠抓执法能力建设等措施,河道采砂管理取得了明显成效。

Jiangxi has rich sand and stone resources thanks to plenty of rivers. Therefore, management of sand excavation is a long-term job. Sand excavation is widely spread within the province, comparing with excavation in the Yangtze River, so the management is arduous task. The management of sand excavation of inland rivers is still under preliminary stage. Since 2002, the experience and practice of Yangtze River has been extended in Jiangxi Province. The management of sand excavation achieves a remarkable result through planning, taking strong measures against illegal sand excavation activities, scientific planning and upgrading capacity building in legal enforcement.
