Regulating chaotic sand excavation and strengthening management according to law

2003年以来,河北省以专项整治为突破口,强化联合执法的力度,从采砂许可、监管制度、采砂规划、论证规范等方面加强工作,构建起了一套较完整的管理机制,专门成立了河道采砂专项治理小组,理顺管理体制,落实河道采砂管理责任,初步实现了河道采砂管理由乱到治的转变,河道采砂管理走上了较为规范的管理轨道。河道采砂管理是一项长期工作,实现河道采砂管理的长效机制要正确处理堵与疏的关系,坚持打击与规范并重,做到管理与服务结合等。

Since 2003, a complete management system has been established in Hebei Province from permit, monitoring, planning and approval system of sand excavation, taking the chance of targeted improvement and with the joint effort of varies departments. A special team was organized for regulating sand excavation and responsibilities of sand excavation management were defined. The management of sand excavation enters into the right track and realizes the control of chaotic sand excavation. It is long-term task of realizing effective management of sand excavation in river courses, as it requires both strong measures and legal provisions and a combination of effective management and better service.
