依法加强采砂管理 确保河道防洪安全

Ensuring safety of river course flooding by enforcing sand excavation management according to law

河道采砂管理是河道管理的重要组成部分,事关河道防洪安全和社会稳定。《陕西省河道采砂管理办法》明确规定河道采砂管理实行行政首长负责制,县级以上人民政府对本行政区域内的河道采砂工作负总责,水行政主管部门负责本行政区域内河道采砂的统一管理和监督工作。陕西省各级水行政主管部门通过完善河道采砂管理各项制度,严格河道采砂许可审批,加强河道采砂的现场管理,做好日常检查监督,做到各项管理制度到位、执法和监管措施到位,河道采砂管理工作做到了依法、科学、有序。

Management of sand excavation is one of important part of river course management and it relates to safety of river course flooding and social stability. The Management Method for Sand Excavation in River Courses of Shanxi Province stipulates that managenlent of sand excavation in river courses should implement administrator responsible system, i.e. People＇s Goveroments above county level take the responsibility of management of sand excavation and water administrative department is in charge of unit management and supervision of sand excavation within its administrative region. Thus, water administrative department of all levels in Shanxi Province make further improvement on the management rules and regulations of sand excavation management in river courses, strict approval of permit and management of sand excavation sites, conduct routine inspection and supervision, perfect management system and enforce legal and supervision measures and sand excavation management in a lawful, scientific and systematic manner.
