实施军地产学研合作技术创新,无疑可为西部经济发展创造新的经济增长点。但在实施过程中找准切入点成为问题的关键。本文认为,应以项目为载体,以产权为纽带,建立战略联盟,培育西部军地产学研合作技术创新产业集群,作为西部军地产学研合作技术创新的切入点。

It is undoubted that implementing technology innovation of cooperation of industry-school-graduate school in western army and region can provide a new growing point for development of western economy. In the process of implementing this technology innovation, firstly a point of cut-in should be found accurately. This article recognizes items as carrier, property right as tache, and founds strategic union, so as to cultivate industrial colony on technology innovation of cooperation of industry-school-graduate school in western army and region, this industrial colony will be a point of cut-in about technology innovation of cooperation of production-school-graduate school in western army and region.
