Study on the Tactic Administration of Science and Technology Innovation

近年来我国创新体系建设取得了较大进展,但在宏观调控、创新体系结构、创新环境、科技投入等方面还存在诸多问题,对创新能力的提高构成了重大障碍,因此加强科技创新的战略管理,转变和调整科技发展思路的战略就尤显重要,本文从科技创新战略管理的基本内容和着眼点出发,结合我国实践,对未来科技创新的战略管理提出了一些建设性意见。

Great progress has been made in the development of innovation system in recent years. There are still existing problems about leverage, construction of innovation system, innovation surroundings, as well as science and technology input. These factors compose great obstacles to the improvement in innovative abilities. Therefore the enhancement of tactic administration and an alteration and adjustment in its way of thinking are of great significance. The paper proposes some constructive ideas about the future tactic administration of science and technology innovation on the basis of its primary contents and objective points.
