摘要
监理方在工程实施过程中代表业主对工程质量、投资和进度进行控制和相关管理工作。作为业主的代表,履行自己职能时针对工程承包商的寻租行为是否站在公正、公平、客观的立场,则构成了监理过程中的道德问题。文章在寻租理论的基础上分析了业主、监理方和工程承包商之间的博弈均衡,并根据均衡结果提出了预防措施。
Construction supervisors repent owner carry on controlling of quality, investment and progress and relevant management while the project is implemented. As the owner＇s delegate reprehensive, in the course of fulfilling their function, supervisors whether or not stand the fair, objective position when they face with the project contractor＇s rent seeking behavior, which forms the ethical problem. On the basis of rent seeking theory, this paper analysis the game equilibrium among the owner, supervisor and project contractor, then put forward the precautionary measures according to game equilibrium.
