摘要
人力资本理论指出了个人出资接受研究生教育是值得的,而教育成本分担理论进一步阐述了在国家财政不足以满足人们接受研究生教育需求时,向个人收取学费进行成本补偿是必要的,而且是合理的。从我国研究生教育的现状来看,对研究生教育实行全面收费,是促进研究生教育发展的现实需要,可以保证社会公正与公平,推进研究生教育管理制度改革,促进研究生教育质量的提高。
The theory of human capital points out that and the sharing theory of education cost further illustrates tuition from individuals when the national finance is short graduate education. From the current situation of China's it is worth paying the postgraduate education that it is necessary and reasonable to charge to satisfy the demands of receiving the postpostgraduate education, charging tuition for postgraduates is essential to promote the development of postgraduate education and it will guarantee the social justice and equity. Meanwhile, charging tuition for postgraduates will promote the management reform of postgraduate education and improve the quality of postgraduate education.
