甲午战后台湾成为了日本的殖民地。针对台湾的鸦片问题,后藤新平提出了他的鸦片“渐禁政策”,在台湾实行鸦片专卖。这一政策不仅稳定了日本在台湾的殖民统治,而且成为其向中国大陆推广的主要侵略伎俩。后藤新平亦因此而跻身于日本政治统治的核心,成为日本殖民统治的行政权威。

After Sino - Japanese War, Taiwan had became Japan s colony . In order to resolve the problem of opium in Taiwan, Goto Shimpci put forward a policy about forbidding opium gradually, then carrying out the monopoly of opium . This policy not only stabilized the colonial rule in Taiwan, but also became a trick of Japanese invasion of China. Goto Shimpei also became the key figure in Japanese political circles , and the anthority in Japanese colonial role.
