云南省政府投资管理体制的改革设想

On the Reform of Managerial System of Government Investment in Yunnan Province

政府投资是指以国家为主体的投资活动,是政府财政支出中有别于直接购买商品和服务支出的部分,包括年度财政建设性支出预算安排和其他来源于财政性资金的资本性支出。适应市场经济要求,云南省应通过改革政府投资管理体制,打破制约经济发展的投资瓶颈,推动经济社会的全面发展。

Government investment takes the nation as the main body of investment activities, and it is one part of governmental expenses which is different from direct purchase of goods and expenses on services. Government investment includes the arrangement of constructive expenditure budget in finance and capital expenditure from financial capital. In order to adapt to the requirements of market economy, Yunnan province should reform the managerial system of governmental investment, break the bottle neck of investment which restricts the development of economy, and try to push the comprehensive development of the economy and the society.
