The European market is processing industrial legislation to gain consumer confidence. The paper also presented the problems appeared in the process of the legislation, and the legislation may led to a ban of some important cosmetic ingredients. The Cosmetics Directive changed too. It has given deadlines to the replacement of the testing methods of cosmetic ingredient effects (like toxicity). The journey of legislation will be long and arduous, and most of the works are aimed at consumer confidence.
