广东省黑社会性质组织犯罪的现状及发展趋势

当前,广东省社会秩序总体上看是好的,但一些地方黑社会性质组织犯罪滋生,并在一定时期呈高发态势;境外黑社会组织渗透加剧,跨境作案明显增多;涉黑组织内外勾结,境内外犯罪合流态势增强;整体上虽处于有组织犯罪的较低级阶段,但其犯罪类型多样、作案手段残忍;犯罪目的单一,方式日趋隐蔽;危害后果特别严重,并呈现如下趋势:其生存土壤存在,短期内难以根除,且有继续蔓延的可能性;犯罪活动日趋职业化、智能化和多样化;黑社会性质组织犯罪趋向于黑社会组织犯罪;犯罪区域将不断扩大,有“黑白合流”的国际化趋向。

Generally speaking, the social order of Guangdong province is good at present. But some local criminal organizations are bred, and show a high trend in a certain period. The infiltration of foreign underworld organization aggravates, and transnational crimes have notably increased. The organizations involved in underworld collude with each other, showing the tendenly of expansion. Overall, the organized crime is at the lower stage, but the types of crime are diverse with cruel means. The criminal purpose is single, and the way is increasingly concealed. Harmful consequences were particularly serious, and showed the following trends. There exists its living environment. It＇s difficult to eradicate in a short period, and has a possibility of spreading. Criminal activities are increasingly professional, intelligent and diverse. Crimes of Mafia-like organizations tend to be underworld organization. Crime will continue to expand in the region, and justice and evil are merging together will be the international trend.
