基于系统特征尺度的区域矿产资源规划与决策研究

Study on Regional Resources Planning and Determining Based on System Characteristic Scale

系统是事物普遍存在的表现形式和运行方式,系统特征尺度是系统的基本特征之一。本文以系统特征尺度理论为基础,全面分析了区域社会经济发展矿产资源系统的特征尺度表现形式及系统更替演化规律;提出应在准确分析和判断地区资源系统运行状态及发展态势条件下,依据分析规划期与系统特征时间尺度的不同情况,有的放矢地开展地区矿产资源的战略规划,为区域矿产资源消费需求的合理规划与科学决策提供依据。

System is the general behaving and running style of objects, and system characteristic scale is one basic feature of it. Base on the theory of system characteristic scale, this paper analyses the behaving style and evolution law of mineral resources system characteristic scale about regional social and economic development. According to the difference between planning period and characteristic time scale of system, developing the mineral resources strategic plan of region, base on the regional resources system running and developing situation have been researched and ascertained accurately. The references for reasonable planning and scientific determining of region mineral resources requirement have been provided.
