湖南省“7·15”山洪灾害防御的思考

山洪灾害防御一直是湖南省防汛抗灾的重点和难点。近几年湖南各地对山洪灾害加强了研究,加大了工作力度,极大地减轻了灾害程度。只有真正认识山洪特点,包括山洪的危害性、多发性、发生和演进规律,才能主动防御山洪灾害。同时,及时进行灾害性天气、水文、地质情况预测预报,自我约束并规范生产生活行为,是减轻山洪灾害损失的治本之策。

Prevention of mountain flood has been the focus and main difficulty of flood control and disaster reduction in tiunan Province. Recent years, comprehensive studies have been conducted on mountain flood disaster in many areas of Hunan Province, which greatly reduced the degree of hazard. Only fully understand the feature of mountain flood including harmfulness, frequently-occurrences and law of happening and progress, mountain flood can be actively prevented. Meanwhile, the fundamental measures of reducing losses of mountain flood are to make timely forecast of weather, hydrological and geological conditions and to control and regulate our production and living activities.
