新农村建设中的水利新认识

New consideration of water resources in the establishment of new socialist countryside

新农村建设离不开水利的支撑和保障,水利的作用和功能集中体现在“四生”“五水”方面。在新农村建设中,水利工作要积极应对农田面积与条件、农村产业结构、农村经济格局和社会结构、农村下垫面、农村水环境等五个方面的变化,认真研究投入机制和管理体制两大课题,找准新时期水利工作的着力点,努力为新农村建设提供更多更好的水利服务,同时促进水利自身的持续发展。

New socialist countryside the establishment of new countryside, shall not be established without the support and guarantee of water resources. In changes in five respects of farmland area and conditions, agricultural plantation pattern, agricultural economic pattern and social structure, root of rural areas and rural water environment should be considered in water resources management. Two mechanisms of input and regulation should be carefully studied and the focus of water resources management in the new age should be identified. Efforts shall be made on bettering services to the establishment of new countryside, meanwhile sustainable development of water resources be promoted.
