福建省洪水预警报系统的建设与思考

Considerations about Construction of Fujian Provincial Flood Warning and Forecasting System

洪水预警报系统是防汛指挥决策支持系统的重要组成部分,介绍了福建省洪水预警报系统的建设情况,结合工作实际,分析了系统建设、运行管理中存在的问题,以及系统建设的经验和体会,并针对目前系统存在的问题,提出了改进对策。今后福建省将统一规划,加强管理,推进全省洪水预警报系统的升级改造,进一步提高系统的可靠性,全面推进系统的深层次应用,在防汛减灾中发挥更重要的作用。

Flood warning and forecasting system is an important part of flood control commanding system. In this article, Fujian provincial flood warning and forecasting system construction situation is described. Combing with operation practices, the author makes analysis on issues for system construction and operation management, and puts forward improvement measures for existing issues. Further more, experiences and understandings for system construction are introduced. In future, Fujian province will make expansion planning for the system, strengthen the system management work, promote upgrade reconstruction of the system, further improve system reliability, and fully promote further applications of the system, making the system to play more important role in flood control and disaster relief.
